

It was displaying them as the original iOS 11 HEVC photos and videos rather than a converted form. I checked that and I was finally able to export them. While on that computer I noticed an option on Image Capture not available in Sierra: in the lower-left hand corner there is a checkbox that says import as originals. I borrowed a friend's computer running High Sierra and got the same thing.
